Incorrect, or no, insurance is a issue with young drivers. Sometimes new drivers are unaware they are doing something illegal by insuring their vehicle with the parent or guardian as the policy holder and the main driver, and themselves as an additional named driver to save money - fronting. 

Drawing on the evidence base of behavioural science, the campaign materials have been developed using key principles and accepted behavioural change techniques.
